Man in street holds goods in a small paper bag. In 'The Making of a Mission' by The Bradford Wesleyan Mission, pub March 1911, pg38 sister Ethel Harris (a mission sister and also a guardian on a board for the city to help the poor) writes about help done for the poor of Bradford, she gives figures of how many people receive 'relief' and how many receive 'out-relief'. She gives an example of a widow with 5 children... "receiving 17s. 4d a week, and a quart of milk daily; she has all medical attendance free, and the footwear of her children found. Another widow, with seven young children-only one working receives 14s a week and five dinner tickets; clogs have also been supplied to her bairns." Perhaps this man has collected his quart of milk.
