Sowden's note in notebooks -
'Was born at Horsforth in 1830. He came to Bradford when a boy and was apprenticed to Mr Charles Stanfield, printer and bookseller. In 1860 he purchased the business of Mr Worsnop which was carried on under the style of Wm. Lobley and Sons. He took a very active interest in Liberal politics and was connected with political municipal affairs of the West Ward for nearly half a century up to the close of his life. He had served for eight years as Hon. Secretary to the Liberal association and in 1878 was appointed paid secretary and registration agent. In 1876 he was returned to the Council for the West Ward, and in 1889 was made Alderman, retiring in 1895. Mr Lobley was a Unitarian. He was one of the oldest of the local members of the Manchester Unity, the oldest Past Grand Master of the district and a trustee of the Commercial Lodge. He was one of the founders of the Bradford Friendly Societies' Medical Aid Association. He died in 1901, leaving a widow and two sons.'
