Notes from John Sowden's notebooks:
"Was born in Bradford in 1844, his father, Mr John Ratcliffe, being a well known butcher, whose shop was opposite the Old Bowling Green Inn. He has carried on the same business successfully, since his fathers death. He first entered public life in 1880 when he was returned unopposed for the North Ward.
At the expiration of his term of office he returned for a while, but in 1891 he was prevailed upon to contest the East Ward in the Conservative interest and was successful. He was made Alderman in 1898. He was Deputy Chairman of Finance & General Purpose Committee in 1894-5 and Chairman from 1896 to 1901.
He was for five years a member of the Board of Guardians. Mr Ratcliffe is provisionally connected with the Parish Church. He was 12 years Sunday School Superintendent & afterwards conductor of a (?) Bible Class.
He was President of the Northcliffe Conservative Club, Deputy Ruling Councillor of the East Division Habitation of the Primrose League and one of the Vice-Chairman of the Eastern Division Conservative Club Association. He is Chairman of the Third Equitable Building Society. He was made Justice of the Peace in 1895.
Mr Ratcliffe married a daughter of Mr Beaulard Knight (?) in 1871 and has issue three sons."
