"Mr WS Caine was born at Seacombe, in Cheshire in 1842 his father, Nathanial Caine, was a Liverpool merchant and a magistrate for Liverpool, Lancaster and Cumberland. Mr Caine was educated at Birkenhead Park School, and his mercantile training was obtained in the offices of the White Star Line Steamers.

He entered into partnership with his father, as an iron merchant, in 1864, and became the proprietor of Shaw’s Brow Iron Company of London, Liverpool and Wolverhampton. He was also a partner in the Hodbarrow Mining Company, Cumberland.

Mr Caine was a keen politician. In 1873 when only 29 twice contested Liverpool, but was unsuccessful.

He represented Scarborough in 1879 and was made a Justice of the Peace for the East Riding of the county. He sat for Barrow from 1886 to 1890. Mr Caine sat for Bradford from 1892-5. He fought another campaign in 1895 but was defeated by Mr Byron Reed. At the General Election of 1900 he was returned for the Camborne division of Cornwall. He died in 1903. One of Mr Caine’s most notable publications was “Hugh Stowell Brown” published in 1888. Another publication was “Picturesque India”. Mr Caine was an earnest temperance reformer and was vice president of the United Kingdom Alliance, the British Temperance League and the National Temperance League."
