From John Sowden's notebooks:

"Mr Winn was born at Tatham in 1828 and after serving in the Lancashire & Cheshire police forces joined the Bradford Constabulary in 1862. He was a diligent officer and ten years later he was promoted to the merit class. In 1888 he was appointed mace bearer in which position he will be best remembered. His tall and striking figure well suited the office. When superannuated in 1893 he was presented with a gold chain by over a hundred officials in token of their esteem. He died in 1905."
