Portrait of James Withers Chief Constable by Sowden.
Note in Sowden's notebook:
Mr Withers was a native of Preston when he was Chief Clerk and Chief Inspector of the borough police force. Thence he went to Huddersfield as Chief Constable and after ten years service he was in 1874 appointed Chief Constable of Bradford, succeeding Mr F. W. Graham. Mr Withers filled this important post 20 years. he was also Captain of the Fire Brigade for 25 years and the Vice President of the West Yorkshire Fire Brigade Association. He secured a clasped bronze medal for long service and an illuminated address from the Fire Brigade Association for his faithful service to the Association. Mr Withers retired in 1894 & went to reside in Blackpool. Mr Withers died in 1901 in his 64th year and had four sons & three daughters.
