Sowden's note in notebooks -
'Mr Garbutt was a native of Hull and at the close of his school life entered the office of a solicitor in that city, eventually gaining the position of deputy clerk to the Hull School Board. In 1897 he was appointed as clerk to the Bradford school Board. he was an able, tactful official with a natural gift for administrative work. When the city was extended in 1899 several of the townships incorporated had their own small school boards and their absorption by the Bradford school Board entailed much delicate negotiation, in the management of which Mr Garbutt showed qualities of a high order. When the City Council took over the administration of Education under the Act of 1902 Mr Garbutt became Secretary to the new authority. His position in the Education world was recognised by his election in 1910 to the Executive of the Association of Educational Authorities in Great Britain. He gave valuable evidence before the Royal Commission on Mentally Defective Children and before a special committee of the House of Commons which was appointed to consider the question of feeding of necessitous children. He retired in June 1911 when Mr A C Coffin was appointed as Director of Education. He died in 1915, leaving a family of 3 sons and 3 daughters.'
