Portrait of Charles H Milthorpe, Chairman of the School Board

Note in Sowden's notebook:

Charles Milthorpe J.P was for a period a prominent man in the public life of Bradford. In business he was a paper merchant, but he found time for considerable political and other work. He sat on the bench as a magistrate and was chairman of the Bradford Conservative Association. An ardent churchman and [?], he was the head of the poll for the school board candidate in 1894 as a Conservative. He had nearly a majority of 6000 votes over the next conservative. His 34,000 votes and the fact he was a prominent member of the successful party were [?] title to the Chairmanship of the Board. While not an educationalist Mr Milthorpe was one of the broad-minded men of his party. he was in favour of addressing what he regarded as an injustice with which voluntary schools were treated, not by [?] the board schools but by providing voluntary schools with resources which would enable them to equal the board schools. His policy was not altogether approved by his own party. He did not seek re-election on account of ill health retired from public life to Harrogate and afterwards moving to the south he died 1809 [sic 1909?] age 70 years leaving one son and two daughters.
