"Mr William Harper Mitchell, a prominent businessman was born at Pudsey, in Yorkshire, on the 24th of January 1853, and was educated privately. He is the eldest son of the late John Harper Mitchell. He is a director of Messrs William Fison & Co Ltd, spinners and manufacturers. He is also a member of the Advisory Committee on Commercial Intelligence of the Board of Trade, member of the Court of Arbitration and member of the Tariff Commission, while he is at the same time Chairman of the Bradford Piece Dyeing Board and of the Wages Board of the Bradford Dyers Association. He has been for two years President and for four years Vice President of the Association of Chambers of Commerce of the United Kingdom, besides being for two years President of the Bradford Chamber of Commerce. He was also a member of the Royal Commission on Shipping Rings and of the Railway Conference at the Board of Trade. He was a member of the Committee of Selection appointed in connection with the Labour Exchanges Act, and was chosen to represent the Wool Industry upon the Advisory Committee of the Board of Trade appointed to deal with the centres of production.
He is a Conservative and was first 10 years chairman of the Central Bradford Conservative Association and for a long period also of the Otley Division Unionist Association. He is a vice president of the Bradford Conservative Club. Mr Mitchell was made a Justice of the Peace for Bradford in 1895. He married in 1880, Elizabeth Ellen, elder daughter of Edward Gros Hodge Esquire FSA of London…"
