Sowden's note in notebooks -
'Mr E P Duggan was the son of Sergeant Major Duggan who took up his residence in Bradford about the year 1845, on the formation of the Bradford troop of the 2nd West Yorkshire Yeomanry Cavalry. After growing up to man's estate Mr E P Duggan displayed a many sided character. A member of the Roman catholic faith he sought to play his part in all departments of public life. While bearing a full share of the religious and educational life of his own community he served his generation well in municipal, philanthropic and social movements. He was the first Roman Catholic to be elected an Alderman or placed on the Commission of the Peace in Bradford. He entered public life as a member of the Bradford School Board in 1870. In 1874 he was elected to the Town Council for the East Ward in the Liberal interest, and remained Councillor until 1883 when he was elected Alderman. He retained the seat until 1892, and in the same year was made a Justice f the Peace. He was for 17 years a member of the Board of Guardians, being first elected in 1880, and was Chairman in 1887, retiring in 1897. A great lover of music, he was one of the oldest members of the Bradford Musical union and for a number of years filled the office of Chairman of that body. He associated himself with the boards of management of the Royal Infirmary, Royal Eye and Ear Hospital, the Institution for the Blind and the Nutter Orphanage, and was connected with the Charity Organisation Society from its foundation. He was chairman of the Board of Governors of the St Bede's Grammar School and played a prominent part in the promotion of all Catholic work. Mr Duggan was never married and died at the age of 67 in the year 1908.'
