"Mr Waugh was born at Settle in Yorkshire in 1843, and was educated at Giggleswick Grammar School. He learnt the business of engineer with Benjamin Hick and Sons of Bolton, Lancashire and commenced practising as consulting engineer in Bradford in 1881.

He was a county councillor for Baildon on the West Riding County Council and was a prominent member of the Baildon local board, being chairman; a member of the Council of the Bradford Chamber of Commerce; a Governor of the Otley Grammar School; and an ex-member of the Bradford Technical school – his money duties having compelled him to resign after many years service.

He was chairman of the Liberal Association for Otley."
