"Mr Stevens is the chief of the city’s public officials. He was born at Birmingham in 1862, the only son of Mr Thomas Stevens who was the manager in the Midlands for 25 years in the carrying business of Pickford and Co.

Mr Frederick Stevens was educated at Ashton Park Grammar School, Birmingham and afterwards was articled to Mr Morgan, a former Town Clerk of Birmingham and then secretary and treasurer to several public institutions in that city. Soon after becoming a solicitor at the age of 24 he was appointed solicitor to the Reading Corporation, where he remained eight years.

Eventually in 1895 he was appointed prosecuting solicitor and legal assistant to the Town Clerk of Bradford. Subsequently he was made Deputy Town Clerk. On the death of Mr McGowan in 1896 he entered into a competition for the position of Town Clerk of Bradford. The appointment rested between him and the late Town Clerk Mr George McGuire, then of York and the latter was successful by the casting vote of the Mayer. After the death of Mr McGuire in 1899, Mr Stevens has acted as Town Clerk.

He married in 1892 Miss E Parry of Sutton Coldfield."
